Major mixed-use development to transform underutilised riverside area

Bedford Borough Council has unanimously approved a transformational £45 million regeneration scheme for the riverside district, marking the most significant development project in the town centre in over a decade. The ambitious plan will reshape an underutilised waterside area into a vibrant mixed-use destination, promising hundreds of new jobs and a significant injection into the local economy.

The scheme, developed by a consortium of private developers working closely with council planners, aims to create a cohesive riverside quarter that combines residential, commercial, and public amenities. The project represents a major step toward Bedford's strategic objective of revitalising its town centre and establishing itself as a competitive regional destination.

What the Regeneration Plan Includes

The 45-acre development will be delivered in three distinct phases spanning seven years. Phase One, scheduled to commence in early 2026, focuses on public realm improvements including new riverside walking paths, landscaped public spaces, and improved waterfront access. This foundational work will enhance the area's attractiveness and connectivity.

Phases Two and Three will deliver approximately 300 new residential units, primarily apartments designed to attract young professionals and families, alongside 50,000 square feet of retail and commercial space. The housing mix is expected to include affordable units managed through the council's planning requirements. The commercial element will comprise shops, restaurants, offices, and flexible workspace suitable for growing businesses and start-ups.

Council leaders emphasised the project's broader significance. "This is genuinely transformational for Bedford," said Councillor David Simmons, Leader of Bedford Borough Council, speaking after the approval vote. "The riverside has been an underutilised asset for too long. This plan unlocks that potential while delivering real community benefits—jobs, homes, and spaces where people want to spend time."

Economic and Employment Impact

Early projections suggest the development will generate approximately 450 construction jobs during the seven-year build phase and create 280 permanent jobs once operational. Local businesses are largely supportive; the Bedford Chamber of Commerce cited increased footfall and spending as key benefits for existing town centre traders.

The scheme includes commitments to local procurement, with developers pledging to source materials and services from local suppliers where possible, further supporting the regional economy.

Community Consultation and Concerns

Environmental groups and resident associations have engaged constructively with planners. Initial concerns about flood resilience and wildlife habitat protection were addressed through updated environmental assessments, with the developer committing to flood mitigation measures and habitat creation along the waterfront.

Some residents raised questions about construction traffic and parking availability during the build phase. The council has committed to hosting detailed consultation events before each phase begins and will work with developers on traffic management plans to minimise disruption.

Next Steps

Planning applications for Phase One public realm works are expected summer 2025. The scheme's viability depends on securing additional funding from regional development grants and potential private investment, which the council is actively pursuing.

"If timescales hold, we could see the first physical changes on the ground by early 2026," said Councillor Simmons. "This is the beginning of an exciting period for Bedford."
